19 of Medvedev's 21 championships have been won on hardcourt
A comeback Medvedev secured his first trophy for 882 days with victory over Frenchman Moutet in the competition final.
Medvedev, a ex- top-ranked player, has endured a torrid year, achieving just one win at the major tournaments and suffering a difficult moment at the US Open.
The player's unpredictability on the professional circuit - and difficulties with his serve in specific - led to him dropping out of the top ten and eventually parting ways with long-term trainer Gilles Cervara.
Now working with Johansson and his other coach, Medvedev has steadily progressed in the recent weeks - peaking in a hard-fought 7-5 4-6 6-3 victory over challenger Moutet.
This marks Medvedev's maiden trophy since the Rome competition and initial on a hardcourt after spring of that year.
Success also means he has won 21 titles at twenty-one different events.
"It's the first time I am participating in a competition with my two daughters together, so to get a title is really nice," commented ranked player the champion.
"This title is in tribute of my younger daughter Victoria, because the first title I won when my older daughter Alisa was born was for her."
Medvedev, the past champion, had failed in his last six title deciders, featuring in the German tournament previously this season.
His counter-punching play style and frequent outbursts on the tennis court had prompted commentators to question if his capacity to compete at the top level was over.
But the player has implemented adjustments in the past month, striving to advance forward and perform positively, supported by an enhanced serving game.
The champion recovered from a deficit in the initial set against the difficult Frenchman, winning 4 of the last five exchanges to gain the advantage.
Both players exchanged break points in the middle set before the Frenchman, attempting for his maiden professional championship, took control to create a third set.
He saved four early opportunities in a tight third set before Medvedev won the break to that score to serve for the match.
Fittingly, Medvedev clinched the win with a rally at the net, with the Frenchman unable to control a return after two hours and 38 minutes.
